When should I clean out my sedimentation tank?

Sedimentation tanks should be cleaned out regularly to prevent the sediment level building up (and also preventing odour). The higher the level gets in the first compartment, the less efficient the tank will be as a sump. Ideally, as much sediment as possible should stay in the first compartment - the others should be clear.
